Here is the question that must be answered:
The State of Texas operates this program on a reimbursement basis—not through upfront payments. Expenses are submitted, reviewed and either approved or denied before any reimbursement is issued.
So why would the state reimburse someone for expenses it now claims were unjustifiable?
I operated this program in 2008. The state did not issue reimbursements without first reviewing and verifying the submitted expenses. In fact, several of our reimbursement requests were denied.
If improper expenses were approved and reimbursed in this case, then either the State of Texas’ accountability system failed miserably, or the public is not being told the whole story.
Something simply does not add up. There appears to be a dead cat on the line—and the public deserves to know who put it there.
Councilman Nettles deserves a full and fair opportunity to defend himself before the public rushes to judgment. This situation has “Politics 101” written all over it.
As one of my professors once reminded me, “A cucumber and vinegar do not a pickle make—it takes time.”
Let us give the process time. The facts must be examined. The questions must be answered. Councilman Nettles must be heard.
In time, the truth will prevail.
