“Mark my words, Chief Eddie Garcia will not be here long,” said Pastor Kyev Tatum.
The coalition is urging city leaders to reinstate the historic 3E Plan — Equity and Equality for Everyone — a community-centered strategy originally crafted by Dr. Michael Bell, Bishop B.E. George, Bishop Robert Sample, Pastor Kyev Tatum, and former Police Chief Jeffrey Halstead. The plan was officially endorsed by the City Manager and adopted as public policy by the Fort Worth City Council.
However, in 2019, the Fort Worth Police Department dismantled the 3E Plan, effectively ending a framework that had been designed to build fairness, trust, and accountability between law enforcement and the community.
