FAIRNESS IN FORT WORTH: Official Statement on the Hiring of Chief Eddie Garcia From Pastor Kyev Tatum, New Mount Rose Missionary Baptist Church.

As Pastor of New Mount Rose Missionary Baptist Church and President of the Ministers Justice Coalition, I must speak out for fairness in Fort Worth—especially for our inner-city neighborhoods that have too often been excluded from opportunity and left without equal protection. True public safety must include everyone, and justice cannot be selective.



We oppose the hiring of Chief Eddie Garcia because his prior public statements about permanently leaving law enforcement raise serious concerns about his long-term commitment to serve and protect this city. In addition, the perception that he received special treatment during the selection process undermines trust, transparency, and the sense of fairness that our city—particularly its most vulnerable neighborhoods—desperately needs. His instability, lack of emotional intelligence, and absence of genuine investment in our people lead us to conclude that his tenure will not last.



As we move forward, we urge the City of Fort Worth to reinstitute the 3E Plan — Equity, Equality for Everyone. This community-endorsed framework is rooted in inclusion and fairness, providing a transparent pathway to rebuild trust and create stronger, safer relationships between law enforcement and the communities they are sworn to serve.



As a former officer of the Texas State Conference of Branches of the NAACP and the Southern Christian Leadership Conference (SCLC), I have worked alongside many cities to ensure that the civil rights of Black communities are protected. Yet today, Black residents make up less than 18% of Fort Worth’s population but account for nearly 50% of all reported use-of-force incidents this month. This stark disparity is evidence of systemic inequity and a failure to embrace inclusive policing.


Our call is simple: Fairness in Fort Worth must include fairness for the inner city. We stand united in demanding leadership that is stable, accountable, and committed to equity, inclusion, and a genuine understanding of the struggles and hopes of Fort Worth’s diverse communities.
