RESOLUTION NO. 2025-___


A RESOLUTION OF THE CITY COUNCIL OF LULING, TEXAS, HONORING PRIVATE JOSEPH ULYSES LAMKIN, A NATIVE SON AND WORLD WAR I HERO, FOR HIS SERVICE AS A MEMBER OF THE RENOWNED 369TH INFANTRY REGIMENT, ALSO KNOWN AS THE HARLEM HELLFIGHTERS; AND RECOGNIZING HIS ROLE IN PRESERVING FREEDOM, ADVANCING RACIAL EQUALITY, AND INSPIRING FUTURE GENERATIONS OF LULING AND BEYOND.


WHEREAS, Private Joseph Ulyses Lamkin, a proud son of Luling, Texas, answered the call to serve his country during World War I as a member of the 369th Infantry Regiment—formerly the 15th New York National Guard Regiment—one of the most highly decorated African American units in United States military history; and


WHEREAS, the 369th Infantry Regiment, known as the “Harlem Hellfighters,” overcame intense racial discrimination and segregation, training under hostile conditions and ultimately being reassigned to fight alongside the French Army due to systemic racism within the American Expeditionary Forces; and


WHEREAS, the 369th entered combat in the Argonne Forest in 1918 and served valiantly on the front lines for 191 consecutive days—more than any other American regiment in the war—without losing a single foot of ground or man to capture; and


WHEREAS, Private Lamkin and his fellow soldiers displayed unmatched courage, discipline, and fortitude in critical battles, including the Champagne-Marne and Meuse-Argonne offensives, helping to secure Allied victory in World War I; and


WHEREAS, over 170 soldiers of the 369th received the French Croix de Guerre and numerous other awards for valor, while the unit earned a place of permanent distinction in both American and French military history; and


WHEREAS, in 2021, the United States Congress passed Public Law 117–38, awarding the Harlem Hellfighters the Congressional Gold Medal, one of the highest civilian honors in the nation, in recognition of their bravery, sacrifice, and trailblazing service; and


WHEREAS, Private Lamkin’s legacy lives on through his descendants, including his son, Chief Warrant Officer 4 Ulyses “Lam” Lamkin Jr., a decorated veteran of the Korean War and two tours in Vietnam, as well as through the civic pride of the people of Luling, who continue to benefit from the freedoms preserved by his sacrifice;


NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF LULING, TEXAS:


SECTION 1. That the City of Luling formally recognizes and honors Private Joseph Ulyses Lamkin for his extraordinary bravery, service, and sacrifice as a member of the 369th Infantry Regiment during World War I.


SECTION 2. That his name shall be entered into the permanent historical record of the City of Luling and remembered annually during Veterans Day observances and Black History commemorations.


SECTION 3. That a commemorative plaque shall be commissioned and displayed in a place of honor within the City of Luling to educate the public and inspire future generations about the enduring legacy of Private Lamkin and the Harlem Hellfighters.


SECTION 4. That a copy of this resolution shall be presented to the Lamkin family and included in the archives of the Luling Independent School District and local public libraries as a symbol of the city’s enduring gratitude and respect.
