Allan Parker and Kyev Tatum Celebrate Over Three Decades of Advocacy Culminating in Historic Victory at the Governor’s Mansion
AUSTIN, TEXAS – A new chapter in Texas education history was written on May 3, 2025, as Governor Greg Abbott signed into law the landmark School Choice 2 (SC 2) bill. The legislation establishes Education Savings Accounts and allocates $1 billion to empower Texas families to choose the educational path that best suits their children—whether public, private, charter, or homeschool.
Standing proudly at the Governor’s Mansion for this long-awaited victory were two of the state’s most persistent advocates: Allan Parker, constitutional attorney, and Kyev Tatum, civil rights leader and pastor from Fort Worth. For over 30 years, these school choice pioneers have fought side by side—through courtrooms, legislative battles, and community organizing—driven by a shared belief in parental empowerment and educational freedom.
Reverend Tatum, a graduate of Green B. Trimble Tech High School and the University of North Texas, has spent decades advocating for justice and equity. He is the Pastor of New Mount Rose Missionary Baptist Church, President of the Ministers Justice Coalition of Texas, and founder of the Texas Preparatory Charter School in San Marcos. His leadership spans roles as President of the Southern Christian Leadership Conference, Vice President of the Texas NAACP, and 2012 Democratic Candidate for Texas’ 33rd Congressional District. His life’s work has focused on serving the “least, last, lost, and left out.”
At the bill signing, Pastor Tatum declared:
“It’s a moment whose time has come. As I’ve always said, ‘We don’t need more money for education—we need more education for our money.’ This is a win for families, a win for faith, and a giant step toward a better future for every Texas child.”
Governor Abbott, surrounded by students and state leaders, echoed the significance of the moment:
“Gone are the days that families are limited to only the school assigned by government. Today, school choice becomes law in the great state of Texas.”
This historic legislation also fulfills a key promise from Governor Abbott’s 2022 re-election campaign and stands as a testament to the decades-long determination of leaders like Parker and Tatum, whose faith and persistence helped turn a vision into law.
Parents are now empowered. Students have new opportunities. And thanks to the perseverance of Parker and Tatum, Texas has taken a bold step forward in education reform.
