Our Why
Morningside, 76104 is at the heart of Fort Worth — and the frontlines of a crisis.
Life expectancy here is just 66 years — twelve years below the Texas average. Poverty, food insecurity, and limited access to healthcare leave this community vulnerable to extreme weather, public health threats, and disasters.
But out of the storm, a new sound is rising.
• HOPE HAPPENS.
• CHANGE HAPPENS.
• RESILIENCE HAPPENS.
Our Response
When an inner-city pastor joins forces with Workforce Solutions for Tarrant County and determined neighbors ready to turn their lives around — you get Skills City, USA Resilience Responders.
This is more than a program. It’s a movement of compassion, collaboration, and community power.
Together, we are training, certifying, and deploying Certified Community Resilience Leaders (CCRLs) — everyday people who turn personal struggle into strength and step up as block-by-block emergency leaders.
These Resilience Responders are first on the scene when disaster strikes, bringing calm, courage, and care to their neighbors. They are proof that the people closest to the problem are also closest to the solution.
Our Program: eMUSIC
Emergency Management & Urban Strategies in the Inner City
The eMUSIC Program is a workforce-centered initiative that transforms underemployed residents into trained, certified leaders equipped to respond to crises and strengthen their neighborhoods.
Key Components:
• Training & Certification: CPR/First Aid, CERT, ICS-100/200, hazard mitigation
• Hands-On Drills: Neighborhood simulations with Fire/EMS/Emergency Management partners
• Workforce Readiness: SWEAT Equity Work Ethic Training, career coaching, job placement
• Community Deployment: Graduates serve as block captains and preparedness leaders
Expected Outcomes:
• 25–30 CCRLs trained per cohort
• 100% of Morningside streets covered by a trained responder
• Graduates placed in careers with FEMA, city/county EM, public health agencies, and nonprofits
• A replicable model for urban resilience across the nation
Our Leader: Pastor Kyev P. Tatum, Sr.
Pastor Kyev P. Tatum, Sr. has dedicated over 35 years to lifting underserved communities across Texas — from Denton to Fort Worth — through faith, education, and action.
A graduate of the University of North Texas School of Community Service, Pastor Tatum has been recognized nationally for his innovative work. In 2008, he was invited to the White House Summit on Emergency Management and Response by the George W. Bush Administration for his leadership in disaster preparedness and community resilience.
Under his guidance, New Mount Rose Missionary Baptist Church launched the Clinic Without Walls, delivering over $25 million in emergency services during the COVID-19 pandemic. Today, he is spearheading Skills City, USA to turn Morningside into a model of urban resilience and recovery.
