Pastor Kyev Tatum Champions Texas Senate Bill 2 as a Transformative Leap for School Choice


AUSTIN, TEXAS - Texas stands on the brink of a historic moment with Senate Bill 2, a landmark proposal to establish Education Savings Accounts (ESAs) for all K-12 students. This visionary legislation, allocating $1 billion over the next two years, is set to empower parents, particularly in underserved communities, to take control of their children’s education and unlock unprecedented opportunities for success.



A Game-Changing Investment in Education

Senate Bill 2 represents the largest starting school choice initiative in U.S. history. By doubling the prior session’s funding, this legislation demonstrates Texas commitment to revolutionizing education for its 6 million school-aged children. The proposed ESAs valued at $10,000 annually can be used for private school tuition, tutoring, and other educational costs, ensuring every family, regardless of income or zip code, has access to quality education.


This $1 billion commitment is more than a financial investment, said Pastor Kyev Tatum, leader of Black Texans for School Choice. “It is a moral imperative to ensure every child has the freedom to thrive in a learning environment that suits their unique needs. Senate Bill 2 is a billion-dollar blessing for families trapped in failing systems, providing a lifeline of hope and opportunity.



Prioritizing Equity and Empowering Parents

The bill goes beyond mere funding it prioritizes equity. Up to 80% of ESAs will be allocated to students with disabilities and those from low-income households, providing much-needed support to families who have long been underserved by the public education system. Additional provisions include $1,500 for children with special needs and at least $2,000 for homeschool families, ensuring the program is inclusive and adaptable to diverse educational needs.


Some may see ESAs as a privilege for the wealthy, Pastor Tatum explained. “But we see them as a necessity for those who have been left behind. If food stamps provide nourishment for the body, ESAs provide nourishment for the mind. This program ensures that all families, especially those in inner-city communities, have the power to choose the best educational path for their children. “It’s a billion dollar blessing for our children.”


Transforming Education in Texas

Senate Bill 2 signals a seismic shift in Texas education policy. It aligns the state with 32 others that have embraced school choice, marking a new era of innovation and opportunity. Proponents of the bill emphasize that no child should be limited by their circumstances or geography.


This is a transformational moment,” said Pastor Tatum. For too long, Black families and other underserved communities have been disproportionately impacted by underperforming schools. Senate Bill 2 offers a solution a chance to break the cycle and create brighter futures for all children.


A Bold Vision for the Future

While critics argue that ESAs could divert funds from public schools, supporters counter that the program is an investment in the states future. By empowering parents to choose the best educational setting, Texas is fostering competition and innovation across all sectors of education, ultimately raising the standard for everyone.


Pastor Tatum commended the unwavering leadership of Governor Greg Abbott, Lt. Governor Dan Patrick, and Senator Brandon Creighton for their dedication to parental empowerment. Texas has taken a bold step forward, proving that education freedom is not just an idea a promise we intend to keep,” he said.
